RAILWAY HISTORICAL SOCIETY MINUTES 2 JUNE, 2009.

Meeting begin 1902 hrs.

22 members present.

SECRETARY’S REPORT. The secretary’s report was read with 1 correction. An addition was made stating Dave Snyder will give a presentation at the Manito Lions club.

TREASURER’S REPORT. The treasurer’s report was read, approved, 2nd and passed.

EQUIPMENT STATUS REPORT. The backhoe is inoperable with a possible timing gear problem. The costs of repairs are unknown at this time. There was a towing bill for moving the backhoe to the repair shop from Reardan. There was a motion to approve payment to Tom Heckler for the towing bill. The motion was approved, 2nd and passed. The linoleum for the rail car is on hold at this time. The Hillyard Fire and Rail museum is raising funds to purchase security fencing for the site. They are awaiting approval from all parties. They want to make their operation look like a professional business. Lee reported he purchased a G.N. R.P.O. car instead of the Barney Smith coach. Lee owns the car at this time, and he stated he will donate the car to the Railroad Historical Society. There was a motion to accept the car from Lee. The motion was approved, 2nd and passed. There was a motion to lease the car to the Hillyard Fire and Rail museum for $1.00 per year. The lease may be renewed. There is an option to remove the car if needed, which is must be acceptable to both parties. The motion was approved, 2nd and passed. There was a discussion about moving the American Navy car to Hillyard and possibly exchanging it for a different car. There will be more discussion at a later date. There is no change in the 286 K. flatcar, baggage car trade at Pasco.

ACTIVITY REPORTS. REARDAN MULE DAYS. We need volunteers on 6 June for the Reardan Mule Days. John will be there, and Bill, Lee and Mike will assist.

ACTIVITY REPORTS. OPEN HOUSE. There was a workday last Saturday. The windows were washed, and general cleaning was done. There is a workday this Friday (5 June) at 1000 hrs. There are flyers available at the meeting. We need to make sure the 2-foot gauge locomotives are operable. Tom Heckler wants to tune up the locomotives on 7 June. Fuel costs are rising, and we need 5-6 barrels of fuel, or roughly 250-300 gallons of fuel. Bob Boltz has agreed to get the fuel. There was a motion to spend up to $750 for fuel. The motion was approved, 2nd and passed. There was discussion about the need of using 2 people to operate the 2-foot gauge train. There needs to be a conductor and engineer and good communication for a safe operation. There was discussion stating there have been several times when the ride has been operated with one person since 1978. There was discussion suggesting shutting down the ride if 2 people were not available. A motion was made to only operate the 2-foot gauge train with 2 people, however, the motion died for lack of a 2nd.

ACTIVITY REPORTS. LINCOLN COUNTY FAIR. We need volunteers for August 27-30 for the Lincoln County fair.

FAIRGROUNDS. John attended the May meeting and gave an update. The fairboard is following the move of the American Navy car with interest. Lee Tillitson obtained a console T.V. from Dr. Ryan to replace the unit in N.P. coach #589. Stan Troyer obtained a new V.C.R. and John Simanton donated a D.V.D. player.

REARDAN REPORT Larry Parker and Lee Tillitson picked up ties at Curlew and delivered them to Reardan. Dale Swant arranged for the Reardan High School athletes to provide manpower on Memorial Day weekend. There was a suggestion to bring in the Davenport High School athletic team to assist spiking ties and heavy lifting. The work crew on Sunday will lay more ties and shovel ballast.

FUNDRAISING. The Boy Scouts are interested in our group during the summer of 2010 and there may possibly be a merit badge available to them on railroading.

PUBLICITY. Dave Snyder has been asked to address the Manito Lions club on 3 June. He will make a presentation. Lee will be on KXLY radio on Monday 8 June to talk about railroading and the Open House.

COMMITTEE REPORTS. There were no committee reports.

NEW BUSINESS. There was discussion about publishing a book on train trips. There was discussion about publishing the book ourselves, or have a publisher do a book for us. The book would be about 40 pages or more. The publisher was looking for illustrations to print. It was suggested a committee be formed about printing a book. Penny Hutton may give us information on getting a book written. It could turn into a fundraising activity for the organization. The committee members will be Gene Hawk, Mike Mc Mackin, Lee Tillitson, and Charlie Metsler.

NATIONAL CHAPTER RAIlWAY HISTORICAL SOCIETY MEETING

Meeting begin 2029 hrs.

John is requesting a list of the members of Nationals. He is looking for a count of members to see how much to charge each member to cover the Railway Historical Society Dues. Ed Bernstein from NRHS was present at the meeting. John explained we started out with only a meeting for Railroad Historical Society, and we have progressed to 2 meetings, one for the historical society, and one for National Chapter. The National Chapter by-laws of 2005 states "Chapters owning equipment must be included in the National Chapter". Chapter members must belong to the National Chapter. Most officers belong to both National and subsidiaries (in our case the Railway Historical Society). Nationals is losing members because of the price increase, and aging members. Model railroads are interested in history to make models more life like. John stated we don’t want to break away from the National Railway Historical Society, however we only want to be a link to the NRHS. There were complaints the NRHS web site is poor to navigate. We must have a letter designating a director or alternate director to attend the NRHS meetings. A question was raised as to when a meeting would be held in our area. The NRHS is planning on holding a meeting in our area in July or August 2011. The meeting will possibly be held in Seattle, or Tacoma. Mr. Bernstein explained the costs associated with operating excursion trains such as the S.P. 4449. The costs come from Amtrak and from the railroads operated on. The costs seem to vary widely from year to year. NRHS dues will increase to $39 in 2010. Lee Tillitson, Dave Snyder, Al Hinkle each received their 25 year pin. Art Cowan will receive his pin in the near future. The NRHS is attempting to relocate their library into a humidity and temperature controlled environment. It will be called the 3 Rivers Library. June 25 is the grant dead line for this year. There will be up to $40,000 in grants given out this year. There is a Railway Heritage Grant that pays up to $2,000. There was a question raised if the Railway Historical Society needs to belong to the National Chapter, those individuals need to pay the National Dues, not the National members alone. It was stated the NRHS gave our organization a grant, which was used to purchase a computer. However the computer is owned and used by the Railway Historical Society, and it not used or owned by the NRHS chapter. Another question was raised with the fact the local chapter of the NRHS does not own any equipment. There was discussion that all of the equipment, bank accounts and leases have the Railway Historical Society name on them. There never have been any donations to the NRHS local chapter of either equipment or cash from local members. Mr. Bernstein was going to talk with Dr. Ryan and read the by-laws.
